MI State Treasurer Signs Consent Agreement With Royal Oak

Lansing, MI - State Treasurer Kevin Clinton has signed a Consent Agreement negotiated with Royal Oak Township Supervisor Donna Squalls, designed to address the financial emergency in the township.

Last month, during a special meeting of the Royal Oak Township Board of Trustees, board members voted unanimously to select the Consent Agreement option under Public Act 436 of 2012, the Local Financial Stability and Choice Act. The board today, approved the agreement.

In January, Governor Rick Snyder determined that a financial emergency exists in Royal Oak Township after reviewing a report from an independent financial review team. Following a hearing, requested by township officials as allowed under PA 436, State Treasurer Kevin Clinton recommended that the governor confirm his determination of a financial emergency. Governor Snyder announced his confirmation March 19, 2014.

The Consent Agreement with Royal Oak Township includes several provisions to ensure appropriate and meaningful steps are taken to adequately address the financial emergency and requires township officials to submit monthly (regular) financial reports to the Department of Treasury.

A copy of the Consent Agreement and additional information about Royal Oak Township and PA 436, will be available on the Local Government Fiscal Health page on the Department of Treasury’s website (,4679,7-121-1751_51556_64472-314177--,00.html).
