Rochester Hills Dentist Charged With Medicaid Fraud Print E-mail

Metro Detroit Crime & Police NewsRochester Hills, MI – Michigan Attorney General's office announced charges against Billy Shee Lim, D.D.S., age 57, of Rochester Hills, with 138 counts of Medicaid Fraud.

Felony counts were filed in the 54-B Judicial District Court in East Lansing.  Dr. Lim was arraigned today before Judge Richard Ball.  He was released on a $50,000 personal recognizance bond.  A preliminary examination has been scheduled for March 8, 2007.

"Medicaid is a program that provides thousands of Michigan citizens with valuable medical services," said Attorney General Mike Cox.  "My office will not tolerate anyone who abuses the Medicaid program at taxpayer expense."

The complaint filed by the Attorney General's office against Lim alleges that between 2004 and 2005 Lim filed multiple claims with the Medicaid program for the extraction of primary teeth and other services that were not provided.  For those same years, Lim billed the Medicaid program more than $2.1  million. 

The investigation revealed that in all 138 counts the primary teeth Dr. Lim claimed to have extracted or worked on were not in the patient's mouth at the time he claimed to be performing services for the patient. 

In one of the cases, Dr. Lim allegedly billed Medicaid for the extraction of 37 primary (baby) teeth from a single patient.  In this particular case, Lim claimed to have extracted tooth #A (5) times, tooth #F four (4) times, and teeth #B, C, and D two (2) times each.  A child only has 20 primary teeth.

A criminal charge is an accusation, and the defendant is presumed innocent until and unless proven guilty. The penalty for submitting false Medicaid claims is 4 years in jail and/or $50,000.
